Hodsoll, as VP for Pace Global, led the development on behalf of his client Dover DE for a $50 million, 10-megawatt solar power plant. His team negotiated five-party Power Purchase Agreements, Lease, and Interconnect; conducted market and financial analyses including 25-year electricity prices, capacity value, ancillary services value, and REC prices; and negotiated the legislative and regulatory arenas.
The project required agreements between Dover, DE, LS Power, Delaware Municipal Electric Corporation and Delmarva Power. In addition, Delaware passed legislation to allow the SRECs to be banked for a period sufficient to minimize the impact to the market. The plant was commissioned in August 2011
